Chairman's Message
Chairman's Message - Unlocking the Potential of the NM

The 15th Five-Year Plan explicitly underscores the accelerated development of the NM as a national priority. This strategic importance was further highlighted by Vice Premier Ding Xuexiang during the recent Two Sessions, where he called for the NM to actively align with major platforms such as Qianhai and Hetao. By integrating technology, education, and talent, this vision establishes the NM as the core engine driving Hong Kong’s deeper integration into the nation’s overall development.

To realize this, the HKSAR Government’s recent legislative proposals to streamline statutory procedures across six policy areas represent a vital step forward. CGCC strongly supports this dedicated legislation, as it will enhance policy flexibility and expedite construction. To further optimize governance, we suggest the establishment of a "NM Affairs Office". Such a centralized body would unify inter-departmental approvals and set clear timelines, thereby enhancing administrative efficiency, facilitating enterprise participation, and bolstering investor confidence.

Implementing a "Large-scale Land Disposal " Model with Defined Roles

This legislative initiative aims not only for speed but for high-quality development through a flexible, forward-looking institutional framework. While the essence of the legislation lies in authorizing streamlined procedures, "streamlining" must not be equated with deregulation. Instead, we recommend drawing on the successful experiences of Shanghai Pudong and Shenzhen Qianhai by adopting a model of "government-led overall planning with enterprise-driven large-scale land disposal approach." Under this approach, the government remains responsible for the "fundamental framework"—including land reserves and infrastructure blueprints—while specific districts are entrusted to capable enterprises for investment, construction, and operation. This strategy ensures planning consistency and the protection of public interests while fully leveraging market vitality to attract both global enterprises and top-tier talent.

Expanding Opportunities for SME Participation

Furthermore, a healthy industrial ecosystem within the NM requires more than just "giant trees" in the form of leading corporations; it also requires a robust "thicket of shrubs" composed of small and medium-sized enterprises (SMEs). Given that many SMEs may find it challenging to enter such a large-scale market independently, we propose that the dedicated legislation explicitly reserve a proportion of land or facilities for their participation. Alternatively, a "large-to-small" pairing mechanism could be established, where supporting services and application development for major projects are subcontracted to local SMEs. This approach would foster a more resilient industrial supply chain and ensure that the benefits of the NM’s growth are shared across the business community.

Harmonizing Cross-Boundary Infrastructure and Connectivity

At the same time, the physical connectivity of cross-boundary transport infrastructure is a critical factor that must not be overlooked. While much focus is placed on the "soft" flow of data and capital, the physical design of roads and bridges remains the backbone of integration. Disparities between Hong Kong’s narrower roads and the wider sections typically found on the mainland could create bottlenecks that constrain industrial synergy, particularly for logistics-heavy sectors. We therefore recommend that the dedicated legislation include a mechanism for reviewing and coordinating physical infrastructure standards. Ensuring seamless connectivity will ensure that "smooth traffic flow" and "economic prosperity" are achieved in tandem across the border.

In conclusion, the NM is a grand blueprint spanning several decades, and its success hinges on decisive action today. The HKSAR Government should seize this window to introduce preferential policies that accelerate industrial clustering and provide the necessary resources for the NM University Town to become a leading hub for talent. Looking ahead, it is equally crucial to enhance the sense of participation and belonging among our youth. By ensuring that the next generation feels a personal stake in the NM’s development, we can guarantee the lasting vitality and success of this ambitious national project.
