Certificate of Origin
1. What kinds of certificates of origin (COs) are available for application?
The Chamber is designated by the HKSAR Government as authorised to issue all kinds of COs under Article 11 of the International Convention for Simplification of Customs Formalities. The Chamber issues the following types of COs: Certificate of Origin (CHKO), Certificate of Origin-Processing (CP), CEPA Certificate of Origin (CEPA CO), Certificate of Origin-Re-export and Certificate of Origin-Without Transit / With Transhipment. Traders are welcome to use our services.
2. Who can apply?
Traders with valid Business Registration Certificates are eligible to apply COs. In addition, manufacturers for CHKO, CP and CEPA CO applications must have valid registration at the Trade and Industry Department of HKSAR Government.

5. How long in advance should traders submit applications?
Applications must be submitted at least two clear working days in advance of the advertised departure of the vessel concerned. Late applications must be accompanied by additional supporting documents. Please refer to “Application Procedure” for details.

Import & Export Trade Declaration
7. How to lodge Import & Export Trade Declaration?

8. When should traders lodge a Trade Declaration?
Under the Import and Export (Registration) Regulations, every person who imports or exports any article other than an exempted article is required to lodge with the Commissioner of Customs and Excise an accurate and complete import or export declaration within 14 days after the importation or exportation of the article. A penalty charge calculated according to the value of articles and delay days is required to be paid in respect of each declaration not lodged within 14 days after the importation/exportation.
